Act as the Infrastructure focal point and coordinator to support development of Hydro-Meteorological (HydroMet) infrastructure needed for Early Warning Systems (EWS) and the UN Early Warnings for All initiative (EW4All); Be part of and contribute to the WMO EW4All steering team, support the further development of the WMO EW4All vision and activities, bringing ideas and cementing connections to infrastructure knowledge and innovation. Contribute to the continuous monitoring of infrastructure development efforts of Members to identify gaps and achievements, in collaboration with the Planning, Monitoring and Risk Management Office; Support the Infrastructure Commission (INFCOM) bodies in the update, the monitoring and implementation of the EW4All Action Plan and its wider scope Capacity Development activities; Coordinate Infrastructure department contributions to development of HydroMet infrastructure in least developed and developing countries, across all divisions of the department, especially the HydroMet infrastructure components supporting EWS; Support development of observation, data exchange and prediction components in regional and national projects implemented by WMO and those implemented by others for which WMO provides technical guidance, and especially projects needed to support Early Warning Systems (EWS), from initial design to execution; Support and coordinate actions responding to Members requests related to HydroMet infrastructure developments, focusing on the implementation of EWS-supporting infrastructure, and review progress of infrastructure implementation projects in supported countries; Collaborate with the regional offices technical coordinators on infrastructure to harmonize Infrastructure development, project implementation and capacity development activities, especially projects needed to support Early Warning Systems (EWS); Perform additional tasks commensurate with the role and as assigned by the supervisor, with a focus on cross-disciplinary activities within the Infrastructure Department supporting Infrastructure development and capacity building for Members. QUALIFICATIONS
Education
Master's degree or equivalent in meteorology, hydrology or in related discipline within or closely related to the physical sciences. A first-level university degree or equivalent in combination with two years of additional directly relevant experience may be accepted in lieu of the master's degree.
Experience
A minimum of seven (7) years of progressively responsible experience advancing early warning at national and international levels, including experience in an organization involved in operational hydrometeorology, international development and/or disaster risk preparedness and reduction. The experience should include background in development efforts and/or disaster risk reduction and/or early warning systems development or operations. Experience in any of these topics will be an advantage:
Disaster Risk Reduction (DRR); Regional and/or national projects related to HydroMet infrastructure in least developed and developing countries; Familiarity with the UN system. Other requirements

The PCM, established in Africa and the Pacific, has over the last three years supported important regional and programme-specific coordination and collaboration amongst development partners through structured dialogue and information-sharing dashboards.
The VCP facilities WMO Member peer-to-peer support and coordinates Member engagement in WMO projects.
Specifically, the incumbent will perform the following duties:
Support the scale-up of the regional WMO PCM, managed by DPO into additional WMO regions; Ensure the PCM dashboards align with frameworks and data tools, such as the climate services checklist, the Early Warnings for All Dashboard, and the Financial Tracking for Early Warning Systems (EWS) projects; Maintain the PCM databases of hydrometeorological projects, coordinating with development partners, stakeholders, and donors to ensure accurate and up-to-date information on projects and programmes related to meteorology, hydrology, and climate services; Organize regional partner coordination meetings in collaboration with WMO regional offices, involving planning sessions to review and analyse projects and programmes, facilitating targeted discussions, and conducting ad-hoc focus groups on specific thematic topics; Process VCP funding requests from members and coordinate technical support; Organize and coordinate the annual Informal Planning meeting of the VCP; Support the scaling up of the VCP to facilitate increased engagement of Members in WMO activities and projects financed by voluntary contributions; Support DPO in its engagement with the Alliance for Hydromet Development by preparing documents; Carry out other relevant duties as required. DUTIES AND RESPONSIBILITIES
Under the supervision of the Project Manager of the Global Cryosphere Watch (GCW) and in coordination with the Heads of relevant Divisions and under the overall guidance of the Director of the Infrastructure Department, the incumbent will be responsible for matters related to space-based and surface-based remote sensing of the global cryosphere and in support of understanding cryospheric processes in polar and high mountain regions, as well as the related data management following the FAIR (Findable, Accessible, Interoperable, Reusable) guiding principles. The incumbent will perform the following main duties:
(a) Support the activities of the Infrastructure Commission (INFCOM), of the Executive Council Panel on Polar and High Mountain Observation Research and Services (PHORS), and their respective subsidiary bodies, with a focus on the remote sensing and the monitoring of the global cryosphere and in support of understanding cryospheric processes in polar and high mountain regions;
(b) Support engagements on the monitoring of the cryosphere from space, with organizations and international initiatives, in particular through the Committee on Earth Observing Satellites (CEOS) and the Coordinating Group on Meteorological Satellites (CGMS), and in the framework of the WMO Integrated Global Observing System (WIGOS) vision 2040, in collaboration with the WMO Space Programme;
(c) Support, at the technical level, coherent data management and standardization of cryosphere data, for increasing the accessibility in real-time and of long time series and analysis-ready data through the WMO Information System, the GCW Data Portal, working with relevant data centres and supporting the associated dialogues between data providers and consumers;
(d) Conduct analyses and prepare scientific contributions and assessments with a focus on changes in the cryosphere in polar and high mountain areas and their global impacts, on observing requirements and capabilities, on the calibration and validation of observations, and report on gaps and opportunities;
(e) Prepare and present project concept proposals, work plans, technical documentation and budget evaluations, as assigned;
(f) Carry out other relevant duties as required.
QUALIFICATIONS
Education
Master's degree or equivalent in a scientific or applied science discipline with a programme of studies which included cryosphere-related sciences, e.g. physics, geophysics, engineering, or environmental studies. A PhD in a relevant domain would be an important asset.
Experience
At least five (5) years of combined interdisciplinary hands-on applied science experience relevant to polar and high mountain regions or on snow and ice application areas, with a minimum of two years in remote-sensing and data and image-processing.
Experience address specific scientific questions by accessing and using remote sensing data and climate datasets, using or developing models, conducting geospatial analysis and reporting results. Experience using data processing and visualization software applications (ArcGIS, Python, MatLab, etc.), artificial intelligence and machine learning techniques. Experience organizing and conducting field work. Experience preparing reports, scientific papers and other communication for broad audiences. Under the direct supervision of the Risk and Quality Management Officer, and the overall guidance of the Chief of Planning, Foresight and Performance Office, the incumbent will perform the following duties:
Project Management Coordinate business processes-related projects (e.g. on enhancing knowledge and data management) from initiation through successful completion, ensuring adherence to scope, schedule, and budget. Develop project plans and facilitate project execution, including risk assessment and mitigation. Coordinate with internal and external stakeholders on business requirements and technical solutions as well as ensure alignment and effective communication. Translate process owners' requirements to tasks for IT development, conduct UAT campaigns and coordinate backlog. Prepare regular project updates, reports, and presentations for senior management and stakeholders. Support capacity-building efforts of the Organization by providing guidance and training to support project implementation.
Business Analysis Conduct in-depth analysis of organizational and operational data on processes performance monitoring, risk management and business continuity to identify trends, insights, risks and areas for improvement. Develop comprehensive documentation, business cases and feasibility studies to guide strategic decision-making. Engage in workshops, meetings and interactive sessions with stakeholders. Carry out other duties, as required. QUALIFICATIONS
Education
Masters degree or equivalent in business administration or a closely related field. A first-level university degree or equivalent in combination with two years of additional directly relevant experience may be accepted in lieu of the master's degree.
Experience
A minimum of five (5) years of combined national and international progressively responsible experience in data and business analysis, project management with demonstrated experience in coordination and stakeholder engagement.
